The aluminum bracket is part of the thermostat housing tube and upper radiator hose and it is a couple of o-rings deep in there that don't really want to be disturbed.
The tube is also stuck pretty good from coolant crude build up so it takes quite a bit of force to make it come loose.
You should be prepared to pull that tube out and replace the o-rings if you can't leave it alone and solve the dipstick tube another way.
Inserting the tube again with new lubricated o-rings is pretty simple.
