I could not find the torque specs for either the idler or the tensioner pulley when I did this 50k or so ago, but if I remember correctly I just used Loctite blue and snugged the bolts down pretty tight but not overly so (Probably would have been about 30 ft lbs or so, but that would only be a guess).
I've had no issues with the installation, however it is probably about time to do this again at 120k. There is a collar on the bearings so tightening will not bind things, so just snug it down as tight as you feel comfortable. I would use Loctite though.
