I believe the usual symptom of a bad AIC (aka IAC) is a very high idle, not a no-start condition. I cleaned and lubed the IAC when I was chasing my problem and it made no difference. The fuel pump relay is in a fixture with some other identical relays so you can test by substituting, but I doubt that is the problem. I tried that too and again it made no difference. In my experience, these pumps are all or nothing; if they run at all the problem lies elsewhere.
