If the bolt is not too recessed perhaps you can get an angle grinder in there to reshape the head for a smaller socket? A Dremel?
Got an arc welder? If so weld another bolt to it with the head end free for a wrench.
I've always found that heating the bolt and the part it goes into and then drenching the bolt with Liquid Wrench or some other penetrating oil, then cracking the bolt in both directions...yep, tighten first, then loosen, and keep going back and forth loosening more than tightening. The heat that this friction creates will ensure that the bolt comes out.
Final option would be to drill out.
I would avoid EZ-Outs as I've NEVER had luck with them! Those things always break and then you end up trying to drill out hardened steel...sucks big!!!
