Surging At Start - Eventually Goes Away - Help

I have no idea what is causing this, but whenever I turn on my 1996 Saab 900S (91K), it surges and shakes and vibrates and then eventually calms down, the vibrating goes away, and it gets its smooth, nice idle back. It takes longer to settle down the colder it is, but this still happens when its around 45 to 50 degrees.
-What could this be, and how can I fix it?
+Plugs? Isoheet? ...
