Tahoe cover malfunction

I have a 2002 convert and the tahoe cover has gone from bad to worse when it comes to opening. All of the other functions, top going up ect, is fine. Now the cover only comes up about an inch then I have to help it. I have heard something about a "shear pin" I don't know where it is or where to look. Any help is appreciated.
