Turbo flutter BPV?

Hello all, Ineed some guidance. I have a 96 900SE Vert and installed an open intake and MBC+A. I am getting the bad "wooomp woomp woomp" sound on deceleration from the intake (chatter or flutter). I am leaning toward the BPV since it is not opening at all, even at idle. I don't think it is the diaphram since I can make a good seal by blowing through the small vacuum tube without loss, but when I replicate the suction on the vacuum line, it passes air from the post turbo intake side. I can also blow into the post turbo intake and have air come out the small vacuum port. It is a stock Bosch unit so the spring is normal. There is suction coming on the small line, I can push in the diapram and it stays open until I crimp the suction line and then the diaphram shuts. Any ideas?
If I need a new BPV, should I upgrade to a BOV?
