If you have access to a dial indicator, check that the face of the hub is running true. I've heard stories of hub distorting from over torquing. My son's first 9-3 needed a 500 lb. air gun to get the lug bolts off when he had his first flat. If the hub runs true, clean the mating surfaces of the hub and the wheel and torque to spec and the check the face of the rim with the dial indicator.Depending on where you live, there can be a fair amount of corrosion between the rim and the hub. If this had occurred in the past, it can take several whacks with a sludge hammer on a 2x4 held against the back side of the tire to free it. (PB Blaster might be a good first step to this problem now that I think about it.) Check to see if there is any signs of corrosion at the ID of the mating face, if so the rims may have been bent. I keep a thin coat of anti-seize on the mating face of the rim to prevent this. Good luck.
