I've never seen an aftermarket deck that can turn its lights off, so I'd have to say no the Black Panel option. Most of the better aftermarket decks can at least dim their lights when you turn the headlights on, so all's not lost.
The radio's anti-theft system is entirely contained in the radio, so it won't affect an aftermarket unit at all.
