As the other's have posted, that hose is the cowl drain, water that runs off the windshield is directed right on top of the steering rack by that hose. It also serves as a drain for the heater core when it leaks, so the coolant drips outside the car instead of on your passengers feet. It's often the heater tube o-rings that go, but once you're in there it's usually best to just replace everything. IIRC replacing the core, o-rings and heater hoses on our '01 SET was in the $600 range, plus or minus.
