Its one of two things
(1)Too much voltage to the valve...not sure how much its supposed to have, but if you put 12 Volts dc to it, it will make a loud click every time it cycles.
Or(2) (if voltage to it is correct) an internal problem with the IAC.
I would varify the recommended voltage to it first, and if that's good replace the IAC (its just a solenoid valve) with a new one. If your pretty good with a wrench it shouldn't take you more than a hour or so.
