On my 1999 9-3 with 151K miles, I had stalling and surging issues, and not CEL codes, although not the reving up to 2K rpm. Cleaning the AIC, throttle body and BPC (all done at the same time) helped. Replacing the vacuum lines helped more, (and got my turbo boost out of topping out in mid yellow). Cleaning the purge valve and replacing the line from it to the throttle body, fixed the problem, (testing it showed the purge valve was sticking open).

If your lines haven't been replaced in the last couple of years start there as they probably need replacing anyway, and relatively inexpensive to DIY it, along with the cleaning of the AIC and throttle body, because they probably need it too.
