I don't think I'd try to paint a plastic bumper myself unless you are familiar with adding flex additive to the paint.
As the bumper is made out of plastic, the paint needs to be made flexible in case you bump into something. You do this by mixing flex agent to the primer and paint. Every now and then you'll see a car that the plastic bumper has hit something and it looks like the paint has shattered like glass would. They didn't add the flex agent.
Back when I used to spray (for "fun") I really tried to stick to spraying metal, but it became impossible with all of the plastic used on cars today.
