As long as the studs aren't broken off with much less than 1/4 - 3/8" sticking out of the turbocharger you should be able to remove them quite easily with some penetrating lubricant, a propane torch, and a $5 stud remover or even a pair of locking pliers. If the studs are too short to get anything on them you'll run into some issues, but even then worst case scenario is you'll have to drill them out with a 90 degree angle drill, and re-tap the holes for new studs; even if you had to purchase the drill, tap, and tap handle you could still do all this for under $75. If the penetrating lubricant and propane torch had been used in the first place, you wouldn't be in this mess; that's something that any shop should be well aware of.
