I drive the same car, 2000 Viggen w/ ~125k miles. I replaced the front struts ~90k miles and rear shocks ~110k. When the struts needed to be replaced the ride got really harsh due to busted strut mounts and loose leaked struts. Changing out those parts improved the ride dramatically. Before the replacement the front suspensions would clunk every time tires went over something. And they would bottom out very easily. The potholes also bent all my Viggen wheels.
Also the loose front suspensions would cause much more pronounced discomfort than loose rear. But good rear suspensions do wonders in handling. Now I have bilstein sports all around with original springs. I opted for one of the harder shocks since Viggens are lowered from factory and has shorter shock travel than reg 9-3's. Also instead, when NYC streets made the hard ride intolerable I switched to 16" wheels which helped out a lot. Once I move to a place w/ good roads I'll go back to 17's. But for now, I'm mostly happy with my setup in urban roads and long distance cruising.
