Need help with EVAP system: Canister Valve operation

I have been putting this off for too long. I have one extension on my emissions test already.
I've had P0455's for a long time. They used to come and go but they don't want to go any more.. :( I have been through gas caps, cleaned the purge solenoid, inspected the canister, lines, pulled the gas tank, etc.. For the last 6 months I have been running with the evap system blocked off at the intake manifold because it was causing the car to stutter. When the purge valve would open it would go lean at the sudden vacuum leak.
Today I blocked off the canister/vent/shut off/evap solenoid and made a gas cap pressure port from an old cap. According to the MityVac the system seems to hold ~1 psi. Now I believe the leak is in my vent solenoid. So I pulled the thing apart and tested the solenoid. +12v makes it close tightly. So it seems we're down to the actuation of the solenoid.
I cleared the MIL, I connected a volt meter to the plug for the solenoid (by the canister) and fired the car up but did not see a signal after a few minutes.
Does anyone know when this valve should be open and closed?
Should I expect to see it closed at idle?
Does the car have to warm up first?
Is there a place I can easily pick up this circuit at the front of the car, to test for an open circuit?
