Waste gate rod/arm

I suddenly realized that I'm getting absolutely no turbo boost. It looks like the cotter pin holding the rod to the wast gate arm came off. The weird thing is that the waste gate arm is now pointing 180 degrees from where it needs to be to hook back up to the rod. I tried to move it back into possition but it doesn't want to go and I didn't want to force it until I get some feedback. I can see some scratches on the manifold from the arm and maybe it's just a tight fit. Is this normal or does it mean I have a larger problem? It runs and drives fine other than the total lack of boost.
