In my book, $4,000 isn't at all cheap, especially without a true explanation. There are convertibles of this vintage for sale everywhere.
Manually, operating the top is doable but you have to climb all over the seats.

I struggled with fixing up one I bought for $450 and needed an engine. Needless to say if you need parts.... It is a beautiful car, the 4cyl runs so nice and I my suggestion is to pass on it. It is a new year—start it off right. No use giving GM a personal bailout of your own.
