The t'stat would have to be open for water to flow through that hose, but there was probably water in it...just not moving. I guess it's hard to say if it was open? It could be possible the water froze in that hose...then the t'stat opened, hot water rushed out, and the hose popped?
The t'stat is in a housing on a top, corner of the engine. Just follow the hose. I think there are two or three bolts, and maybe an o-ring under the housing. Not difficult, but may be a few things in the way to remove first.
