It's the orange "Lamp Control" relay in the fuse box next to the strut tower. I had a similar problem, except only the passenger's side hi-beam would come on (but the dashboard indicator was out like yours). Tried 2 different bulbs on the driver's side, to no avail. This past Saturday I swapped out the relay with a spare from a junkyard and all is well, including the indicator light!
Search for more info on fixing the relay if you don't have a spare, and how to safely remove and replace it. Be VERY careful with the retaining clip, I accidentally pushed it down and broke it when trying to raise it up. :( Another item for the next junkyard shopping list!
If you do still need to replace one or both bulbs, you rotate the black plastic access cover counterclockwise until it 'clicks,' then pull it straight back. Gently slide the connector off the bulb and release the metal retainer clip by moving it sideways. Reassembly is the exact opposite, simple if a bit cramped for space.
