Has the PVC been modded?

Attached is a photo of the oil filler tube area. From this photo, can anyone tell me if this has had the PVC #6 modification done? My car is a 2001 Viggen and has about 112,000 miles. There are no leaks and it does not smoke, but I'm worried about sludge. If this car has not been modified, what steps should I take to start cleaning out the engine? Engine RX or some other similar product? The car does use about a quart of oil every 3 - 4,000 miles and I am the second owner, but have only owned the car for approximately 5,000 miles. Thanks, Gary
