Grinding/scraping/sound from pulley area

My 1999 9-3 SE convertible makes a sorta grinding/scraping sound from the pulley area that I just can't figure out. It's been making this sound for about the last 20k miles. When it first started making the sound, sometimes it would go away when I shut the a/c off, but not any more. It seems to be independent of the a/c. A week ago, I replaced the belt. When I did that, I also replaced the tensioner pulley and the idler pulley (because they were inexpensive and easy to do). This did not fix the problem. It's like a scraping or scratching sound. It doesn't seem to ever happen when the car is just idling - it needs to be at least 2100 rpms, but also happens at higher rpms sometimes as well (sometimes during freeway driving). It's not constant - it makes the sound about 2-10 times and then goes away and then it might start up again later. There are no signs of anything being wrong (performance, gauges... nothing).
