Cold starting problem

This is an email I received from a friend:
Our Saab does not reliably start if the temp is below 10 degrees even if it's in the garage. We brought it to the Saab dealership in Maplewood (Schmelz Countryside) and they couldn't figure out what's wrong. They ran all sorts of diagnostics, but found nothing and charged us $700. Said it should work fine but it doesn't. It turns over fine, but doesn't start. They suggested getting a new computer at the cost of around $1500, and no guartantee that will work. We have a 98 900S. It runs great except for that. The kicker is we just put on a snowboard rack and top of the line brand new tires (we thought we would keep it for my daughter who turns 15 this summer). Any ideas?
I searched around, but didn't find anything definitive. What are your thoughts?
