If you look down inside the holes, you will see two micro-switches that tell the computer when the hooks are fully seated in the locks. I'd suspect that the locks are currently in the closed position. If the hooks were seated in the locks, they would be holding those micro-switches open.
I discovered the same problem one day in the rain. I found a couple of small pieces of wood in my garage (actually, I cut some scrap wood down to size) and pressed them down into the holes to hold the micro-switches in the open position, fooling the computer into believeing that the top was up all the way, and the hooks were fully seated in the locks. It took a little fidgeting, and the sticks kept slipping out of position, but eventually I got them both to stay in place long enough to get back into the drivers seat, and press the top switch. It worked... I ran the mechanism through the complete "Top Up and Latched" sequence... then ran the "Top Down" sequence, and removed the wood scrap from the switches. This apparently fooled the computer well enough that it essentially "Resequenced" the top computer. I ran into the same problem a few months later, and this time I constructed a couple of wood plugs that will fit perfectly into the holes, and hold the switches open. Ran the sequence... and the top was back in action. I tossed those home made tools into the trunk tool box, and haven't had to use them again for over a year. But at least they are there, in case I need them again, hundreds of miles away from home, in the rain, on the side of the road.
This of course was My experience... and some people think that I'm a barbarian... others think that I'm resourceful. If you don't want to go messing around with micro-switches by jamming sticks down the throat of your locking mechanisms, you can always call up your local independent Saab Mechanic. He has the correct tools for re-sequencing your top.
