More on possible turbo bypass valve problem

Following advice from Coldshot earlier this week, I tried testing the turbo bypass valve on my 2000 9-3. I attached a new piece of vacuum hose to the nipple on the side of the TBV and tried to create a suction using my mouth and then seeing if it held with my tongue. I did get a suction, but it was fairly weak. Should it provide a fairly strong hold when I apply my tongue to the other end? The weak suction made me think that the TBV might not have completely failed yet, but it is not providing a firm seal.
The other end of the original vacuum hose connects to another device up on on the firewall. What is that module and could the problem be at that end also? The CEL came on again yesterday with the same code as last weekend (major EVAP system leak).
At this point, should I just put a new TBV in and see if that clears it up, or is there more investigative work to do to see if other components are involved? (Don't want to order unnecessary parts, but I would rather get all that I need at once if I can.)
