If so, then this is not likely a hitch pre-wire connector as the 9-3 did not come with this (unless you had the dealer install it originally).

If you are not the original owner, then it depends. As far as I know, all 1999-2002 9-3 models were pre-wired for a CD changer. This connector and wiring is normally behind the trunk/hatch liner on the driver's side near the wheel well below the radio antenna motor. If the 9-3 has never had a CD changer in the trunk/hatch, then this cable would not be out and exposed. If it has had a CD changer before, and that changer was removed before you purchased the car, then the connector and cable could have just been left in the hatch/trunk area on the driver's side near where you describe. Although, the wire on the connector would run back through/under the hatch/trunk liner and back toward the front of the car. If it were a wire for hitch lights, I would think it would not run back toward the front of the car, but somehow tie into the brake light system.

It is hard to say for sure without more detailed information. (This is based on my experience adding the CD changer to my base 2000 9-3 after purchasing it and having to locate the changer cable in the firs place.)
