Are you doing this job with the engine in the car or out?
If its in the car, you will need the oil pump out to allow the cover to move up and down and side to side once its off the dowel pins. Also are you sure you have all the timing cover bolts removed? There are 15 bolts plus the 2 bolts coming down from the head.
Did you also remove the water pump?
