Sometimes the radio will lock up after entering the code. You need to pull fuse.
Here's a bulletin from a long time ago about the radio code.

Reference: Addressing complaint of radio coding problem -1994-98 900 model
Sometimes, when entering the radio code, the radio seems to "lock up" and will not react to any buttons. This can happen if the engine is running when the radio code is being entered OR after disconnecting the battery.
To "boot up" a "locked" radio:
1. Remove fuse #13, wait 2 minutes, then reinstall the fuse.
2. Turn the ignition key to the "ON" position
3. Turn the radio on, the antenna will go up.
4. The radio will "unlock" (CODE IN is displayed on SID) and the code can be entered.
5. If problem still exists, repeat procedure form step 1.
To avoid radio "lock up", the engine should not be running while the code is being entered. Simply turn the ignition switch to the "ON" position.
