The C.A.R.S. program wasn't designed as a financial bailout to help people buy vehicles, it just so happens the rebate was the only way the the program would work. C.A.R.S. was a program designed to first stimulate new vehicle sales in an effort to help sustain our failing automotive industry. Then, in turn remove from our roadways a significant number of old vehicles, that contribute a significant emissions output and use 40%-60% more fuel than the average vehicle. This will have the effect of reducing our oil consumption nominally, but every bit is a step forward.
Granted, Saab's do not qualify for the rebate program, but so what; do we really want a large number of Saab vehicles run through shredders and turned into Hyundai or Kia vehicles, and brake rotors for all the GM vehicles that need new brakes every 12,000 miles? My '88 Volvo with over 300,000 miles doesn't meet the requirements either, which I see as a bit of a flaw in the program, but the car isn't a gas guzzler. This is fine with me because I fully intend on running that car until it can't run any longer.
