For fuel mileage it's probably about 55-65. For covering a lot of ground without attracting too much attention from the boys in blue it's 75-80 (depending on the state--at least east of the Mississippi).
In my 9K, looking at steady highway mileage I sometimes get better mileage running 80 than I do at 70-75. Generally 27-29 mpg. This is with the AC and cruise control on. But I can often do better with cruise turned off. My wife's 9-5 wagon gets 30-32 mpg at about 70-75, but drops off above that. Gets 33-35 at 65-70. We just got a '99 9-3 SE as my daughter's ride but I don't know on that car yet.
But as gary p notes, these cars can run all day at 100 if the law allowed it. And they feel real good in the 85-100 range.
