First of all, the rear brakes on a 9-3 are totally different that 9-5 rear brakes. That being said, there is nothing complex about them. The son-in-law and I did them on his 2001 5 door a couple months ago and even though we went in expecting them to be similar to the 9-5 rears, we completed the job in reasonable time with the tools on hand.
As to your specific questions:
1) I suspect that parking brake shoes are just fine, you probably need to adjust the cable.
2) You will just need to knock the dust off the caliper.
3) A hammer and something pointy to knock out the pins holding in the pads will be required. The hammer may be required to free the rotors if you are changing them too. When we did it, the rotors came off the parking brake shoes without backing the shoes off but you may require a drum brake tool (or a screwdriver) to back off the parking brake to get the rotors off. Access is through the rotor. Then you turn them back until they bind, then back them off until the rotors just turn free.
4) You shouldn't need to replace anything but the pads and the rotors.
The parking brake shoes should outlast the car unless somebody regularly used them to stop the car (no wear when parked). If you are not changing the rotors, note that the pads can be replaced without removing the calipers, just pull the pins and remove the old pads, then find a way to open the calipers up enough to get the new pads in.
