Are you sure it's the fog lights that illuminate when you're in reverse? It should be a secondary white bulb in the turn signal housings, as that way you get a bit of light toward the sides as well.
I don't know why the original post was made twice, so I'll copy my reply from the other thread. My front back-up lights only come on when I'm...well, backing up.
Some cars were set up so an extra bulb in the fog light on either side would illuminate while signaling. These were called 'cornering lamps' and I believe they were phased out after 2000. The original fog lights in my 2001 didn't have this bulb, but when they broke I replaced them with housings from a '99 that did - except I still couldn't make them work because there was no connector for them.
I actually wouldn't mind sort of doing the opposite, wiring the blinker repeaters on my front fenders to also come on with the back-up lights. I have a pretty narrow driveway in between houses, and at night it's very hard to see along the sides of the car while reversing.
By the way, you may have solved your relay problem temporarily, but it will likely happen again unless you either replace the relay or at least take it apart and re-flow the solder joints.
