You won't ever see the wastegate actuator move unless you can simulate a normal load/rpm situation; it's actuated by boost pressure itself and you can't build enough pressure to require wastegate action by revving the engine with no load. The likely problem is the BPV, boost pressure control valve located next to the radiator on the right side. This is a black solenoid with a single plug and three hoses attached. The easiest way to check the operation of the valve is to disconnect the hose from the wastegate actuator and take the car for a ride to see if you regain boost response. Do not use full throttle or rev beyond 4,500rpm with no protection as this will be very bad for the engine. If the boost response returns without the wastegate controlled, you most likely have a bad BPV, if it does not, you need to investigate the turbocharger for failure.
