Base Boost Only & BPC reading 3 ohms

1999 9.3 with 165K miles & I am only getting base boost.
Vacuum lines including line to EVAP valve were replaced 18 mo. ago, the throttle body, idle air controller, and BPC were cleaned 2 months ago, and the EVAP valve was replaced over the summer. I am not hearing any hooting from the BPV.
The BPC coils are measuring a little less than 3 ohms each. Not knowing all the electronics in the BPC, can it fail in other ways to give only base boost. I don’t think the lines to the BPC have ever been replaced.
If not BPC where else should I look?
