Your '99 9-3 SE should have come with 16-inch rims, and it's quite possible the dealer sold you the snow tires on 15-inch rims. This is somewhat common for snow tires because the smaller rim size translates into narrower tread widths and taller sidewalls, both of which can be advantageous in winter weather. What's important though is to make sure the actual dimensions of the tire are within spec.
If you look at your tire sidewalls, the size should be indicated with a series of numbers. I'm guessing your stock tires were 205/55/R16 while your snow tires might be 195/60/R15 or something close. You can use the calculator utility linked below to find out how far off your speedometer reading might be.
In my experience, the speedometer in a 9-3 already reads a few MPH higher than actual, so it's okay if there's a bit of mismatch as long as you're aware and can compensate if needed.
