Leak in Tailgate

I am having a repeated leak in the tailgate of my OG 1998 93 SE and it’s driving me nuts - can anybody suggest what it might be caused by? It’s wetting out the mats over the spare wheel but could be coming from anywhere. The only place I can find water is inside the rubber seal which surrounds the tailgate - it comes out of the holes in the seal when I squeeze it. The seal is in good condition and not perished or split.
One thing that struck me as odd is that the rubber strip sealing the boot has holes (obviously intended) in the top surface - (3 in all I think) I wondered if these might be drainage holes and therefor supposed to be on the underside and have been fitted upside down, but I haven’t got another 93 around to compare - if anybody could pop outside and check if your boot rubber seals have holes on the top surface - looking down (almost by the locking mechanism) as you stand in a loading position, I would be most grateful.
