Brake pedal problem

I have a 2003 9-3 SE Convertible which I have owned for 2 ½ years now. The car new has 75,000 miles on it.
The brake pedal has always seemed a bit on the “soft” side. By that, I mean it seems like you need to push down on the pedal more than normal to engage the brakes. The dealer I bought the car from assured me everything was working fine. Over the past 6 months or so, the problem seems to have gotten worse. Applying the brake at low speeds, such as heavy city traffic or mall parking lots, the brake pedal will slowly sink to the floor. At highway speeds and back-road, open country driving (which comprised about 90% of my driving) the brakes work fine.
I took it to a different dealer – who fixed a variety of other issues (engine mounts, axle, etc) – but they told me the brakes are checking out fine. No problem with the master cylinder, brake booster and vacuum leaks. He did do a complete brake system flush (for $150) but that seems like it was a waste of money.
Any ideas? This is the first SAAB I have ever owned. Is this something that can be considered normal?
Also, should I stop wasting my time with dealers and seek out a mechanic who specializes in Saab repairs? I’m not exactly a “hands-on” mechanical guy so outside of changing wipers & air filters, I won’t doing much work myself.
