The cc means catalytic converter.
I just replaced an emergency brake cable set last summer.
I didn't have to remove the calipers. But, it is widely suggested that you make sure you have brake pads/shoes for the emergency brake.
If you have a decent pad/shoe there is an adjustment gear on each wheel that you adjust as the pad wears down. It can be a pain to find out which way to "turn" it since you can only access it through the rotor with a screwdriver, essentially an 1/8 - 1/4 turn at a time.
You really shouldn't adjust the cable at the brake lever unless it is a new cable. It doesn't give the individual adjustment for each wheel that may be necessary.
