From the workshop manual for a '99 9-3:

"...Use battery voltage from fuse in (no.4) coupled to fuse out (no.32) in the fuse panel..."

If you don't hear it running, look from the left side of the car on the bottom of the tank. There will be a molded in circle. This is where the pump sits. Give it a hit with your hand or a rubber mallet and see if it gets running. If so, great, as you can use the pump to remove the fuel from the tank by disconnecting a line at the filter and draining it into a can.
