Re- SRS Light - seatbelt sensor

Hi All,
I am wondering if anyone knows if a car can pass NJ inspection w/ the SRS light on. Also, the dealer is telling me that the light is on because the sensor in the passenger side seat belt isn't working. They want over $500.00 to replace the seat belt. Does anyone know if there are any alternatives, ie can you just replace the sensor or diconect it? ( 99% of the time I have no passengers)
Does the SRS light prevent anyhting else from working, ie air bags? Thanks!
