Welcome aboard. I got my 99 9-3 a couple months ago. It had coolant squirting out between the the block and head. My directional control for the AC/heat was inoperative too. I replaced the head gasket and headbolts. One head bolt was finger tight. Apparently in 1999 Saab had a defective batch of bolts that wouldn't hold torque. You can find a lot of advice about the bolts on this site.
The lack of air distribution control if you have the twist knob is the infamous heater distribution box. Lotsa info here on that too. On mine the control rod was broken, a $25 part. I replaced the rod and my controls work but I turn the knob slowly and carefully. The general opinion is that it will stiffen in cold weather and break the rod. I have a new box on order. That's an all day job and the dealer 'fix' may have only been a patch job. You can read about the patch method on the Genuine Saab site technical documents. I paid $1000 for mine with 65K miles. The exterior is has some cosmetic blems, driver's seats leather will need replacement soon but she's a great driver.
