Cause of hesitation and dying while idling on '99 9-3?

I need help in figuring out the cause of hesitation and dying while idling for my 99 Saab 9-3. While at a stoplight, my engine will suddenly die. It only happens if I am not moving. The problem doesn’t occur if I am moving in gear, or even if I am in neutral and still moving. This problem occurs at probably 75% of the stops I make. It always restarts if I turn the ignition off and restart it.
Additionally, I get sporadic hesitation while in gear and moving. I could even be coasting on cruise control and all of the sudden the RPMs drop and the turbo gauge spikes. If I step on the gas it feels like nothing is happening until it finally comes back to life and lurches forward violently. I’ve noticed that this problem gets worse after filling up with gas and occurs every time that I fill up. After highway driving for a few miles, it goes away. I haven’t noticed a pattern with outside temperature, but usually this problem starts to occur after the engine is warm (not so much while it is cold).
I’m not sure if these two problems are related or not, but I would like a clear-cut cause to the problem. I can’t afford to replace many sensors and parts to try to find the cause. Any help would be appreciated. -Mike
