The fan speed controller usually fails before the motor on this model. If you pull off the right wiper arm, you can lift the cowl enough to get the fresh air filter out and get a voltmeter on the motor connection. It's even easier if you pull both wiper arms actually.
You need to check across the terminals at the motor. Don't use a common ground point or you will get a false reading. The motor has constant power and the controller controls the ground. With the key on and the fan speed set to high you should get battery voltage and you should be able to see the voltage drop if you set the speeed lower.
The fan speed controller(transistor) is behind the little black cover under the glove box by the passengers left foot.
