temp guage - whats normal at 33F

I'm somewhat new to the '97 900s non turbo- Its 33F to 39F outside and going on the turnpike at 65mph the temp guage barely gets 1/8 inch over the cold letter("C or L" i forget which). Its probably an 82~83C stat and it worked well in summer with A/C load. Now its "somewhat" cold out I have the temp dial set to 9 o clock or at 3 oclock and the temp gauge stays in that low position and I barely get any heat. Seemslike I'm not getting near operating temp? Is this normal??? that a temp gauge becomes motionless even even at moderately cold temps at highway speeds?? Around town the gauge goes back to 9 o'clock and I get good heat.
I suspect the stat isn't closing enough/anymore. Should an 83C stat make it to operating temp area on the gauge (9 o'clock-ish)in 33F and at hiway speeds. OR do I get a "winter" stat ~87C? Whats normal or to be expected of the 83C in this car.
