Gap between top of Driver's Window and weather strip

The driver's window on my '99 9-3 doesn't come up all the way to meet the weather strip. The window's top edge misses the seating channel for it in the weather strip by about a couple millimeter; i.e. the top of the window overlaps the weather strip but does not seat into the channel. That little gap/miss is causing a high pitched whistling noise at highway speeds above about 60mph. I can get rid of the high pitched whistle by opening up the window (rolling down) half an inch or so, but that obviously introduces general wind noise, reducing cabin temperature in winter, not to mention letting in rain and snow especially if I forget to roll it up afterward when parking outside. What's a good solution to plug up that gap?
