Ok, so if you have voltage at fuse 32 when cranking over but no voltage at fuel pump and the fuse is good, you have a broken wire or pushed out/burned pin from fuse box to fuel pump.
Very extreme and unusual problem and very hard to find since you have to take things apart to check the wire from fuse box to pump. So hopefully you have done the testing properly and on the correct wire.
Your battery is also too low and should be charged before trying to start again.
You have to check on the back of fuse box that the wire is intact into fuse 32.
You need to find 33 pin connector H33-1 under carpet by your left leg (US spec cars) and find pin 9 Black/green wire and check for continuity. Then you need to find connector H4-18 pin 1, well, you already did since that's the one at fuel pump and check for continuity between H33-1 and H4-18.
You could also run an wire on the outside from fuse to pump to see if the car starts, if not, you are on the wrong track.
