It comes, it goes, it's hard to track

The shimmy in my daughter's '99 9-3, that is.
The steering wheel turns back and forth in your hands, moving about 1/4 to 1/2-inch. There is no particular noise when it's happening--the steering wheel just shimmies back and forth. Doesn't seem to affect handling or steering.
I noticed it almost 2 years ago when we got the car, but it doesn't happen all the time. Can be at 30 mph, 40 mph, can be at 60. Speed up or slow down and it sometimes goes away. Can happen several times in one day, then not at all for several days.
It doesn't feel like wheel balance vibration.
Car has Bridgestone Serenity tires with about 20K on them. All are wearing evenly, but it's about due for an alignment as the toe may be off--I see minor evidence of some scrubbing on the tread. Rotating the tires doesn't seem to make a difference. Didn't notice the shimmy at all with snow tires on the car over the winter.
Noticing it a bit more now as the car has been sitting for a couple months and I have to clean up a ridge on the outer lip of the front rotors, but the shimmy was still occurring when the car was driven regularly.
Any thoughts?
