I don't think 17's were an option on 99 9-3's that weren't Viggens. The offset varies, even with Saab "factory" wheels sold by Saab parts departments.
To fit 17's you might have to trim the inner fender liner at the rear where the body and the bumper meet. There's a tit that sticks into the tire. You can trim it with a razor blade. I didn't worry about the hole in the fender liner in mild SoCal, but you might wanna' fill it with something in harsher climates.
