If you can get one cheap (or one from a T7 HOT car), then go for it. If you have to pay a lot, consider the Forge, or ETS, or others. One advantage to the HOT / Viggen is that you can get the stock hoses and it's plug and play. Try to find someone selling with the in/out hoses.
The IC by itseld= isn't going to do much. You'll really need some other upgrades to make it hum though. I would say the following are a "must do" if you want the butt dyno to detect a change:
1. Genuine Saab will sell you a T5 ECU for $100. Get that, even if you don't get the IC. It's almost as cheap as an MBC and mucho better
2. Get a sport exhaust, 2.5" cat back.
The next upgrade, funds permitting, would be a 3" downpipe.
If you do the IC, you should also clean up the intake side. There are lots of old posts here on the subject: Change to a K&N and making the airbox pull cold air through a 3" intake down behind the fog light. The '95 T5 has a "turbo silencer" in the intake pipe that should be removed. You can also port the end of the alloy intake pipe to match the rubber hose as well as port match it to the TB at the other end with a dremel or grinder.
