I would agree that it is. I just did my wifes '99. Be careful when replacing the o-rings... Remove the old ones, then smear a little plumbers grease (I used vaseline) on the o rings, and insert them in to the black plastic fittings. Once in place, push the heater pipes into the black plastic connections. I tried to put the o rings on the pipes first and push them into the plastic fittings. Wouldn't go on due to the tight fit.
